Public procurement can be seen as a tool for implementing both European and national social and environmental policies. Through the incorporation of social and environmental clauses, responsible public procurement aims to guarantee equal opportunities for the benefit of all citizens in the interests of social inclusion and can, on the one hand, contribute to achieving the social objectives deemed a priority at any given time, and, on the other hand, serve as a model, since public social priorities have a decisive influence on economic actors in the market, compelling companies to adopt certain behaviours prioritised by the contracting authority.
