The importance of considering social and institutional aspects in the mobilization of biomass for energy purposes

This article explores how social and institutional factors shape the mobilization of biomass for energy within the emerging bioeconomy. It examines three main classes of factors: the influence of social values on bioeconomy acceptance, organizational changes required in firms, and interactions within territorial systems. Focusing on the forest and wood sector, the study illustrates how norms, networks, contractual arrangements, and public policies can hinder or foster biomass development. The analysis highlights the importance of integrating these factors into territorial production–transformation–logistics models. The article concludes with policy proposals aimed at maximizing the positive economic, environmental, and social impacts of bioenergy at the local governance level.
