This policy recommendation document from the EU-funded BBioNets project outlines the challenges and strategic solutions for developing the circular bioeconomy and bio-based technologies in the agricultural sectors of Greece. Τhe report identifies three main barriers to growth: low stakeholder engagement due to farmers' skepticism and lack of practical knowledge; underutilized agricultural biomass caused by high collection costs and small land ownership; and institutional or financial gaps, including regulatory ambiguity and a lack of access to capital. To accelerate the transition from pilot phases to commercial scale, the document proposes targeted policy actions. These include establishing regional competence centers and "model demonstration farms" to build trust; implementing green public procurement quotas and tax incentives to stimulate a biomass market; and launching a national digital platform alongside ESG-linked financing to clarify legal frameworks and connect value chains.
