Deliverable 7.1 examines the policy environment shaping food loss regulation across the European Union and selected regions. It presents Catalonia as a frontrunner, detailing its legislative approach under Law 3/2020, governance bodies, measurement and reporting systems, and funding instruments. The report then compares EU-level frameworks and country-specific measures on food loss definitions, prevention targets, reporting methodologies, and financial instruments. Finally, it highlights sector-driven and non-governmental initiatives, offering insights into best practices and policy gaps for reducing food loss.
