This framework supports urban biowaste system analysis through stakeholder mapping and baseline assessment, focusing on stakeholder engagement and Biowaste Clubs (BCs) to advance a circular bioeconomy. It covers biowaste collection, separation, treatment, and valorisation, including cost and effectiveness metrics. BCs enable knowledge sharing, identify improvement areas, and pilot actions, with case studies from Madrid (Spain), Albano Laziale (Italy), and Kozani (Greece). Supported by the SCALIBUR project (2018–2022) and its successor HOOP, the initiative offers replication workshops, national help desks, and a European network. Intended for municipal waste departments, waste management companies, NGOs, and regional or national authorities, the document is based on SCALIBUR’s work led by ITENE Packaging, Transport & Logistics Research Center, funded by the EU Horizon 2020 programme, and available under a CC BY licence.
