Stakeholder Engagement Plan for Urban Biowaste Recycling in SCALIBUR Pilot Cities

This report outlines the stakeholder engagement strategy for SCALIBUR, a Horizon 2020 project advancing circular economy solutions for urban biowaste in four pilot cities: Lund (Sweden), Madrid (Spain), Albano Laziale (Italy), and Kozani (Greece). It details stakeholder mapping, engagement methods, and institutional involvement, including the Biowaste Club and local authorities. Case studies from Oslo (Norway), Milan (Italy), Besançon (France), and Sardinia (Italy) highlight successful models such as PAYT schemes, door-to-door collection, and optical sorting. The report emphasizes citizen participation, policy alignment, and cross-sector collaboration to improve biowaste separation, recycling, and valorisation. Findings inform implementation in pilot cities, with a focus on scalability, legal frameworks, and behavioural change.
