The Fertilising Products Regulation (FPR) establishes a harmonised EU framework for fertilising products, ensuring free movement through CE-marking and defining 15 categories of materials, including organic by-products, compost, micro-organisms, and nutrient polymers. Enforced since 16 July 2022, the regulation covers product composition and conformity but not application practices. It includes amendments via 13 delegated regulations, with five still under scrutiny. Waste-derived materials achieve end-of-waste status upon CE-marking and Declaration of Conformity. The regulation supports nutrient recycling, particularly through anaerobic digestion processes and digital labelling for bulk or unpackaged products. Technical studies and standardisation under M/564 are ongoing, with standards expected by 2024 and 2027. Future evaluation is mandated under Article 49.
