the Horizon Europe programme, the Greek Policy Event Report synthesizes the findings of a regional Policy Workshop held in Thessaloniki on January 27, 2026. The document utilizes a structured dialogue with "quintuple helix" stakeholders—including producers, researchers, consultants, and policy makers—to bridge the gap between research and the market in Bio-Based Technologies (BBTs).
The primary purpose of the report is to formulate strategic policy recommendations that accelerate the green transition in Greece's primary agricultural sector. It identifies and prioritizes three core Points of Attention (POAs) requiring immediate regulatory and financial intervention. These challenges include low stakeholder participation driven by farmer skepticism, underutilized agricultural biomass where only 3% of residues are currently exploited, and institutional deficiencies such as regulatory fragmentation and banking hesitation. To address these barriers, the document outlines a Strategic Planning Agenda proposing concrete policy instruments. These include co-financing "Lighthouse Farms" for observation-based learning, establishing Green Public Procurement quotas to secure stable market demand, legally reclassifying residues from waste to secondary raw materials, and adopting green financing tools tied to ESG criteria.
