Strengthening Farm Health and Safety in Poland

Farm health and safety policy and governance in Poland: EU-funded analysis of legal frameworks, key actors, and recommendations for improvement

or

Detail description

Farm health and safety governance in Poland, as assessed in the EU-funded SafeHabitus project, reveals significant underreporting of agricultural fatalities—up to 70%. The analysis maps legal frameworks including the Labour Code, State Labour Inspection Act, and 2025 OHS regulations extending protections to all farmers. Key institutions such as the Ministry of Family, Labour and Social Policy, KRUS, the Ministry of Agriculture, and the State Labour Inspection shape policy, supported by informal networks. Strategic initiatives like the National Health Programme 2021–2025 and Vision Zero Strategy guide efforts. A methodology using the IIM matrix and Quadruple Helix Model identified gaps, including the absence of health sector representatives in the National Policy Dialogue (March 2025), which led to no concrete outcomes. Recommendations emphasize strengthening safety ambassadors, integrating FHS education in schools, establishing a central coordinator, and providing financial support for small farms. The document acknowledges EU funding and institutional contributions.
