Deliverable 8.1 of the FOLOU project presents a comprehensive analysis of stakeholders involved in food losses and waste at the primary production stage across EU, national, and local levels. It identifies farmers, producers, organisations, researchers, public institutions, retailers, consumers, and networks, and outlines a multi-tiered engagement strategy. This strategy includes creating a stakeholders registry, investigating drivers of food losses, developing measurement methodologies, evaluating environmental, economic, and social impacts, and facilitating knowledge transfer through training materials, twinning programmes, policy recommendations, and workshop clustering. The report sets out monitoring mechanisms and defines next steps for continuous stakeholder mapping and engagement throughout the project lifespan.
